By the end of the lesson, students will be able to:

  1. Explain the simple meaning of government.
    सरकार का सरल अर्थ बता सकेंगे।
  2. Understand why a country needs a government.

2. Previous Knowledge / पूर्व ज्ञान

Start with simple questions:

Teacher: Who makes rules in our classroom?
शिक्षक: हमारी कक्षा में नियम कौन बनाता है?

Students: Teacher/School.

Teacher: Why do we need rules?

Students: To maintain order and discipline.

Then ask:

“If a classroom needs rules, do you think a country also needs rules?”

“यदि कक्षा को नियमों की आवश्यकता होती है, तो क्या देश को भी नियमों की आवश्यकता होती है?”

Explain:

“Yes. A country needs a government to make and implement laws, provide services and work for the welfare of its people.”

“हाँ। देश को कानून बनाने और लागू करने, सेवाएँ उपलब्ध कराने तथा लोगों के कल्याण के लिए सरकार की आवश्यकता होती है।”

3. What is Government? / सरकार क्या है?

Simple Definition

Government is the system through which a country or area is governed and public decisions are made.

सरकार वह व्यवस्था है जिसके द्वारा किसी देश या क्षेत्र का शासन चलाया जाता है और सार्वजनिक निर्णय लिए जाते हैं।

For Grade 3:

“The government makes rules and laws, provides important services and works for the people.”

“सरकार नियम और कानून बनाती है, महत्वपूर्ण सेवाएँ उपलब्ध कराती है और लोगों के लिए काम करती है।”

4. Why Do We Need a Government? / हमें सरकार की आवश्यकता क्यों है?

A government helps to:

1. Make Laws / कानून बनाना

Laws help people live safely and peacefully.

कानून लोगों को सुरक्षित और शांतिपूर्ण ढंग से रहने में मदद करते हैं।

2. Maintain Order / व्यवस्था बनाए रखना

Government helps maintain peace and order.

सरकार शांति और व्यवस्था बनाए रखने में सहायता करती है।

3. Provide Services / सेवाएँ प्रदान करना

Government supports services such as:

  • Schools
  • Hospitals
  • Roads
  • Water supply
  • Public transport

सरकार स्कूल, अस्पताल, सड़क, जल आपूर्ति और सार्वजनिक परिवहन जैसी सेवाओं में सहायता करती है।

4. Protect the Country / देश की रक्षा करना

The government works to protect the country.

सरकार देश की सुरक्षा के लिए कार्य करती है।

5. Help People / लोगों की सहायता करना

Government programmes and services support people's welfare.

सरकारी योजनाएँ और सेवाएँ लोगों के कल्याण में सहायता करती हैं।

5. India is a Democracy / भारत एक लोकतंत्र है

India is a democratic country.

भारत एक लोकतांत्रिक देश है।

In a democracy, people choose their representatives through elections.

लोकतंत्र में लोग चुनाव के माध्यम से अपने प्रतिनिधियों को चुनते हैं।

Simple example:

Suppose students need a class representative.

They choose one student through a fair process.

Similarly, citizens choose representatives to work for them in government.

जैसे विद्यार्थी कक्षा प्रतिनिधि चुन सकते हैं, वैसे ही नागरिक सरकार में अपने प्रतिनिधियों को चुनते हैं।

6. Elections / चुनाव

An election is a process through which people choose their representatives.

चुनाव वह प्रक्रिया है जिसके माध्यम से लोग अपने प्रतिनिधियों को चुनते हैं।

Simple points:

  • People vote.
  • Candidates stand for election.
  • People choose their preferred candidate.
  • The candidate who receives the required number of votes is elected according to the applicable election rules.

लोग मतदान करते हैं, उम्मीदवार चुनाव लड़ते हैं और मतों के आधार पर प्रतिनिधि चुने जाते हैं।

Important Value:

Every citizen should respect the democratic process.

हर नागरिक को लोकतांत्रिक प्रक्रिया का सम्मान करना चाहिए।

7. Three Levels of Government in India / भारत में सरकार के तीन स्तर

India has government at three broad levels:

1. Central Government / केंद्र सरकार

Works for the whole country.

पूरे देश के लिए कार्य करती है।

2. State Government / राज्य सरकार

Works for a particular state.

किसी विशेष राज्य के लिए कार्य करती है।

3. Local Government / स्थानीय सरकार

Works for local areas such as villages, towns and cities.

गाँवों, कस्बों और शहरों जैसे स्थानीय क्षेत्रों के लिए कार्य करती है।

8. Central Government / केंद्र सरकार

The Central Government works for the whole of India.

केंद्र सरकार पूरे भारत के लिए कार्य करती है।

It deals with matters that affect the country as a whole.

For Grade 3, examples include:

  • National defence
  • Foreign relations
  • Currency
  • National-level policies
  • Railways and other national matters

इसके कार्यों में राष्ट्रीय रक्षा, विदेश संबंध, मुद्रा तथा देश-स्तरीय नीतियों जैसे विषय शामिल हैं।

9. Parliament / संसद

The Parliament of India is an important part of the country's law-making system.

भारत की संसद देश की कानून बनाने वाली व्यवस्था का एक महत्वपूर्ण हिस्सा है।

It consists of two Houses:

  • Lok Sabha – लोक सभा
  • Rajya Sabha – राज्य सभा

For Grade 3, explain simply:

“Members of Parliament discuss important matters and take part in making laws for the country.”

“संसद के सदस्य महत्वपूर्ण विषयों पर चर्चा करते हैं और देश के लिए कानून बनाने की प्रक्रिया में भाग लेते हैं।”

10. President and Prime Minister / राष्ट्रपति और प्रधानमंत्री

President / राष्ट्रपति

The President of India is the constitutional head of the Union.

भारत के राष्ट्रपति संघ के संवैधानिक प्रमुख होते हैं।

Prime Minister / प्रधानमंत्री

The Prime Minister is the head of the Union Council of Ministers and leads the Central Government.

प्रधानमंत्री केंद्रीय मंत्रिपरिषद के प्रमुख और केंद्र सरकार के नेतृत्वकर्ता होते हैं।

Grade 3 explanation:

“The President is the constitutional head of India, while the Prime Minister leads the Central Government.”

“राष्ट्रपति भारत के संवैधानिक प्रमुख होते हैं, जबकि प्रधानमंत्री केंद्र सरकार का नेतृत्व करते हैं।”

11. State Government / राज्य सरकार

Each state has its own government.

प्रत्येक राज्य की अपनी सरकार होती है।

The state government works on matters related to the state.

Examples include:

  • State schools
  • Public health
  • State roads
  • Agriculture-related matters
  • Police and public order, subject to the Constitution and laws

राज्य सरकार राज्य के विद्यालयों, सार्वजनिक स्वास्थ्य, राज्य की सड़कों, कृषि संबंधी विषयों तथा पुलिस और सार्वजनिक व्यवस्था जैसे विषयों पर कार्य करती है।

12. Chief Minister / मुख्यमंत्री

The Chief Minister is the head of the elected state government.

मुख्यमंत्री राज्य की निर्वाचित सरकार के प्रमुख होते हैं।

The Chief Minister works with the Council of Ministers.

मुख्यमंत्री मंत्रिपरिषद के साथ मिलकर कार्य करते हैं।

Simple example:

If a state needs to improve its public health services, the state government can work on programmes and facilities for that purpose.

यदि किसी राज्य में सार्वजनिक स्वास्थ्य सेवाओं को बेहतर बनाने की आवश्यकता हो, तो राज्य सरकार उसके लिए योजनाओं और सुविधाओं पर कार्य कर सकती है।

13. Local Government / स्थानीय सरकार

Local government works closer to people's everyday lives.

स्थानीय सरकार लोगों के दैनिक जीवन से जुड़े स्थानीय विषयों पर काम करती है।

There are two common types:

Rural Areas / ग्रामीण क्षेत्र

Panchayats – पंचायतें

Urban Areas / शहरी क्षेत्र

Municipalities / Municipal Corporations – नगरपालिकाएँ / नगर निगम

14. Panchayat / पंचायत

In villages, the Gram Panchayat helps manage local matters.

गाँवों में ग्राम पंचायत स्थानीय कार्यों को संभालने में सहायता करती है।

It may help with:

  • Cleanliness
  • Local roads
  • Water facilities
  • Street lights
  • Sanitation
  • Local development

यह स्वच्छता, स्थानीय सड़क, पानी, स्ट्रीट लाइट, साफ-सफाई और स्थानीय विकास जैसे कार्यों में सहायता कर सकती है।

The head is commonly called the Sarpanch.

इसके प्रमुख को सामान्यतः सरपंच कहा जाता है।

15. Municipality / नगर पालिका

In towns and cities, local government bodies manage many local services.

Examples include:

  • Garbage collection
  • Local roads
  • Street lighting
  • Public parks
  • Water and sanitation services

नगरों और शहरों में स्थानीय निकाय कचरा संग्रह, स्थानीय सड़कें, स्ट्रीट लाइट, सार्वजनिक पार्क तथा पानी और स्वच्छता जैसी सेवाओं से जुड़े कार्य करते हैं।

In larger cities, the local body is often called a Municipal Corporation.

बड़े शहरों में स्थानीय निकाय को अक्सर नगर निगम कहा जाता है।

17. Government and Citizens / सरकार और नागरिक

Government and citizens have responsibilities towards society.

Government should:

  • Make and implement laws.
  • Provide public services.
  • Work for people's welfare.
  • Protect rights and maintain order.

Citizens should:

  • Follow laws.
  • Keep public places clean.
  • Respect others.
  • Protect public property.
  • Participate responsibly in democracy.

सरकार और नागरिक दोनों की समाज के प्रति जिम्मेदारियाँ होती हैं।

18. Fundamental Rights – Simple Introduction / मौलिक अधिकार – सरल परिचय

India's Constitution gives citizens important Fundamental Rights.

For Grade 3, introduce them simply:

  • Right to Equality – समानता का अधिकार
  • Right to Freedom – स्वतंत्रता का अधिकार
  • Right against Exploitation – शोषण के विरुद्ध अधिकार
  • Right to Freedom of Religion – धार्मिक स्वतंत्रता का अधिकार
  • Cultural and Educational Rights – सांस्कृतिक एवं शैक्षिक अधिकार
  • Right to Constitutional Remedies – संवैधानिक उपचार का अधिकार

Teacher note:

At Grade 3 level, focus on the idea that rights protect people's freedom, equality and dignity.

कक्षा 3 में बच्चों को यह समझाना पर्याप्त है कि अधिकार लोगों की स्वतंत्रता, समानता और गरिमा की रक्षा करते हैं।

Conduct a simple classroom election.

Step 1

Choose two or three students as candidates.

Step 2

Each candidate gives a short speech:

“I will help keep our classroom clean.”

Step 3

Students vote.

Step 4

Count the votes openly.

Step 5

Announce the result.

Explain:

“This activity helps us understand the basic idea of choosing a representative through voting.”

Give students situations.

Situation 1

There is a lot of garbage on a local street.

Which level is closest to this issue?

A state wants to improve its government hospitals.

Answer: State Government.

Situation 3

The country needs national defence.

Answer: Central Government.

This activity helps students connect government with everyday life.
